The main types of commercial roofing systems used on Chicago flat and low-slope buildings are TPO, EPDM, PVC, modified bitumen, built-up roofing and, for eligible existing roofs, liquid-applied restoration coatings. The best choice is an assembly decision—not a membrane popularity contest—and depends on the deck, moisture, insulation, drainage, exposure, rooftop use, wind design, operations and ownership plan.
This guide gives commercial owners, property managers, facility teams and association boards a practical way to compare those systems. It does not replace a roof assessment or a manufacturer-specific design. A proposal should identify the conditions that make one option suitable and the assumptions that could change that recommendation.

TPO commercial roofing
TPO is a thermoplastic single-ply membrane. Sheets are joined with heat-welded seams, while the complete roof also includes insulation, attachment, flashings, penetrations, drains, perimeter details and compatible accessories. White and other reflective membrane options can be part of an energy discussion, but color alone does not determine whole-building performance.
TPO should be compared using the actual proposed membrane and assembly. Deck type, fastening pattern, cover board, wind pressures, roof traffic, flashing complexity and manufacturer requirements can materially change two proposals that both say “TPO.”
EPDM rubber roofing
EPDM is a synthetic-rubber membrane used on commercial flat and low-slope roofs. In ordinary commercial-roofing language, “rubber roof” commonly refers to EPDM. Seams and flashings use compatible primers, tapes, adhesives and molded accessories rather than the hot-air welding used with TPO and PVC.
EPDM may be adhered, mechanically attached or ballasted when the selected system, deck and structural conditions permit. The proposal should identify the attachment method, membrane, insulation, cover board, perimeter design, traffic protection and manufacturer details. Existing EPDM also requires compatible repair materials; a generic patch does not establish compatibility.
PVC commercial roofing
PVC is another heat-welded thermoplastic single-ply membrane. It often enters the comparison for restaurants, food facilities, manufacturing properties or other roofs with particular grease or chemical exposure. The label “PVC” is not enough: the actual exposure and manufacturer specification must be checked, along with deck, attachment, insulation, drainage and detail requirements.
Buildings without those exposure concerns may still consider PVC, but TPO, EPDM, modified bitumen, built-up roofing or a restoration option may fit better. System selection should follow documented building conditions rather than a universal ranking.
Modified bitumen and built-up roofing
Modified bitumen uses reinforced bituminous sheets, while built-up roofing uses multiple plies of reinforcement and bitumen with a specified surfacing. Both belong to the bituminous family, but their materials, application methods and detailing are not interchangeable. Existing buildings may contain several generations of these roofs beneath later repairs or recover layers.
Before proposing work, document the number and type of layers, deck, moisture, surfacing, flashing transitions, drainage and safe application methods. Weight, odor, fire control, tenant operations, tear-off staging and disposal can be as important as the roof-covering choice.
Roof coatings and restoration
A coating is not a cure for trapped moisture, unstable substrate, structural drainage defects or widespread membrane failure. It can be a restoration option when the existing roof is compatible, sufficiently dry and stable, adhesion is confirmed, and seams, flashings, penetrations and damaged areas are repaired and prepared.
A useful scope identifies cleaning, primer, reinforcement, repairs, product, application rate or dry-film requirements, weather limits, ponding-water provisions, excluded areas, inspections and the material and workmanship coverage offered. How Chicago conditions affect the system decision
Freeze-thaw and drainage
Water that remains around drains, scuppers, flashings or low areas increases stress as weather changes. The assessment should map drainage, ponding patterns and deteriorated details instead of assuming a new membrane will correct slope or blocked outlets.
Snow, ice and rooftop operations
Snow drifting, ice at drainage points and winter service access can concentrate loads and traffic. Structural questions belong with qualified design professionals, while the roofing scope should protect drains, flashings, walk paths and vulnerable membrane areas.
Wind and perimeter details
Edges, corners, parapets, sheet metal and attachment must match the building and project design. A field membrane specification without perimeter and flashing details is incomplete.
Reflectance and energy goals
Reflective roof products can reduce roof-surface heat gain under suitable conditions, but climate, insulation, HVAC, building use and winter effects belong in the whole-building decision. The U.S. Department of Energy recommends evaluating cool-roof choices in the context of climate and the specific building rather than treating them as universally beneficial.
Match the roof to the building
- Warehouses and distribution buildings: coordinate broad roof areas, loading operations, inventory protection, penetrations, drainage and material staging.
- Manufacturing and industrial properties: document process exhaust, chemicals, rooftop equipment, shutdown limits, interior protection and trade coordination.
- Restaurants and food facilities: identify grease and exhaust exposure, sanitation constraints, equipment curbs and tenant operating windows.
- Offices, hotels and institutions: plan around sensitive interiors, entrances, noise, occupants, phased access and daily dry-in.
- Multifamily and association properties: define board approvals, resident communication, unit access, protection, phasing and responsibility for rooftop equipment.
Repair, recover, restore or replace?
The roof type does not answer the scope question by itself. Isolated compatible repair may fit when the surrounding assembly is serviceable. Restoration requires a compatible, stable and adequately dry roof. Recover requires code, attachment, moisture, weight and layer conditions that permit another assembly. Replacement becomes more likely when moisture or failures are widespread, the deck or insulation needs substantial work, another layer is not suitable, or recurring repairs no longer support the ownership plan.
Moisture surveys, test cuts or other investigation may be appropriate, but the method and limitations should be stated. Concealed conditions can change the final scope only after the roof is opened, so proposals should identify allowances, unit prices or decision rules for that work.
What every comparable proposal should state
- Existing roof type, known layers, deck and investigated conditions.
- Tear-off, recover, restoration or repair assumptions by roof section.
- Vapor control, insulation, cover board, membrane and attachment.
- Flashings, penetrations, drains, scuppers, gutters and perimeter sheet metal.
- Moisture findings, deck-repair process and concealed-condition pricing.
- Access, cranes or deliveries, staging, interior protection and daily dry-in.
- Permits, code responsibilities, disposal, schedule and weather limitations.
- Manufacturer material coverage and installer labor/workmanship coverage as separate obligations.
